Recovering and recycling surplus computers and other electronic equipment is a major waste management issue. The proliferation of information processing technology, coupled with rapid upgrade cycles, have made electronic equipment one of the fastest growing and most visible parts of the waste stream for most firms.

Regulatory and environmental constraints restrict the flow of electronic wastes to disposal. For example, Massachusetts has banned disposal of computer monitors, and many other states are tightening controls on disposal of mercury and lead (which are found in most electronic equipment). Because of their leaded glass content, most private disposal facilities have restricted or banned disposal of computer monitors.

Additionally, there is good reason to be sensitive to public relations issues attached to surplus electronic. On the one hand, the public has become aware that used electronics are a large contributor to the volume and toxicity of trash in the United States, and represent a waste of technology. Companies associated with this waste stream can be perceived as wasteful and environmentally careless. On the other hand, public relations benefits can be gained by donating surplus electronics to needy users, or by documenting their recycling.

Meeting Corporate Needs

Wuf knows that every firm has to satisfy multiple and often conflicting needs in managing surplus electronics. With experience from dozens of corporate and institutional generators, we can help tease out and prioritize the goals that are most important:

Cost. Controlling the cost of disposal is important to almost every corporation handling used electronics.

Revenue Opportunities. Many used items retain value in secondary markets, value which can be captured by a knowledgeable recycler, and then shared back with the generator.

Software and Data Security. A critical issue. Almost all corporate computers store proprietary software or corporate data that shouldn’t get into the wrong hands. Assuring destruction of this information when equipment is retired and discarded is imperative.

Donation. Most firms would like to see used but still useful equipment end up in the hands of needy recipients. But donation has pitfalls. Most recipients want only a small fraction of your used equipment, and either won’t take or can’t vouch for proper handling of the rest. Reliability and hardware/software security are additional concerns.

Certified Destruction. If equipment has no further use or value, the generator needs to be assured that it is destroyed, and won’t end up improperly and possibly illegally deployed or disposed of.

Liability. You need to be sure your recycler or other disposition outlet is fully compliant with state and federal regulations covering handling or disposal of used equipment, components, and materials like leaded glass and circuit boards. If not, any liability for improper management will rebound back to you, the original owner and generator.

Then we match these against the needs and priorities of individual generators to provide the best fit between generator and recycler — sometimes splitting a generator’s surplus to line up the best disposition option for two or more separate flows of equipment.
